As the high-level officials of the government of Georgia are practically tramping under their feet the Constitution and the laws, as the self-described independent court is obediently carrying out the instructions of the authorities, as the article on human rights in the main law of the country has become just the same symbolic inscription as it used to be in the Soviet constitution and, as the freedom of speech and expression are being seriously jeopardized, unfortunately, the parliament of Georgia, instead of controlling and balancing the executive power, has become its humble addition.

Statement by the Parliamentary Faction - The Right Opposition

On 3 June 2005, the Parliament of Georgia approved the new composition of the Central Electoral Commission (CEC). In accordance with the new electoral code, the President presented 13 candidates who were selected by the President’s administration through a specially held contest. The electoral code states that the candidates must be selected based on their professionalism and not because of their party affiliations. However, as it turned out after reading the biographies of the candidates, a majority of them were from the ruling National Movement Party. Today, they work in the President’s administration and various power structures. A few of these candidates have the experience of working in the electoral commissions of the National Movement. |

David Gamkrelidze concerned at results of Georgia-Russia talks on bases withdrawal
|
Mr. David Gamkrelidze expresses concern at the results of the Georgia-Russian talks held in the Ministry of Foreign Affairs yesterday regarding the withdrawal of Russian military bases from Georgia. Mr. Gamkrelidze said that these negotiations will either fail or the bases will be supplemented by anti-terrorist centers, which, he believes, will have even worse consequences for the country. As the existence of the bases has no legal basement and the anti-terrorist centers will gain legal firmness as a result of the bilateral negotiations. |

On 4 April 2005, one of the leaders of the parliamentary Right Opposition, David Saganelidze, held a news conference regarding the floods in Racha region of Georgia and the subsequent situation there. Saganelidze said that today in Racha the situation was calamitous and this conference would not have been necessary if the authorities had given it adequate reaction. |

Right Opposition demands reasons behind recalling ambassadors
|
On 3 April 2005, the members of the parliamentary Right Opposition Group held discussions regarding the candidacies for ambassadors of Georgia to Switzerland and the OSCE. The members of the Group were interested to find out the future plans of the two potential ambassadors, Viktor Dolidze and Giorgi Gomiashvili.

Right Opposition calls the Electoral Code a “mechanism for the government to rig elections”
|
At the end of the last year, the parliament voted the Electoral Code at the first hearing. Its ultimate ratification has been delayed to this date in order to allow various NGOs, political parties and public figures to discuss it. Five opposition political parties have worked out an alternative version to the proposed draft law, which was has not been discussed in the parliament thanks to the efforts of the majority. The majority refused to consider the recommendations of the international organizations and on 22 April, by overriding the law, adopted the electoral code, which serves as a mechanism for the authorities to staff the central electoral commission with whomever they may choose. |

Right Opposition slams Public Television trusteeship council
|
On 22 April 2005, the parliament at the request of the majority, in an extraordinary manner discussed and voted on the candidacies for the trusteeship council members of the Public Television. Because the issue was included in the agenda of the current session week, the Right (New Conservative) Opposition was not able to meet the possible members of the trusteeship council in order to discuss the personal composition of the council and later make a decision. |

David Gamkrelidze slams President for his statements
|
The leader of the Right (New Conservative) Opposition Mr. David Gamkrelidze expressed his utmost regret and concern at the statement made by President Mikheil Saakashvili regarding the recent confrontation between the defense minister, Irakli Okruashvili and Mr. Gamkrelidze.
“I find it hard to call the words uttered by President Saakashvili decent. The statememt he made in my address was much more like a statement made by an angry and impulsive man who is not aware of what is what. It was very far from what the normal reaction of a president should have been to the issue,” Mr. Gamkrelidze said.

On 16 April, Saturday, the Right (New Conservative) Opposition will hold a presentation of a draft law regarding Tbilisi city administration. Representatives of various non-governmental organizations (NGOs) are invited to attend the presentation and take part in discussions. The draft law calls for direct election of Tbilisi mayor and territorial organization of the capital based the principle of subsidization.

On 6 March, the leader of the Right (New Conservative) Opposition, David Gamkrelidze, held a news conference at which he spoke about the criminal activities of Irakli Okruashvili, the defense minister. “I do not intent to respond to those obscene and filthy words Okruashvili used in our address, however, I want to make it clear that by doing so he insulted not Pikria Chikhradze or any other one of us, but he insulted the whole Georgian society. As to the parliament, I think that Okruashvili smacked in the face the legislative body of the country. Now, if the parliament has at least an iota of pride left, its speaker ought to made adequate statements regarding the immoral actions of the minister,” Gamkrelidze said. |

Today, Prime Minister Zurab Noghaideli announced that the Georgian Ocean Shipping company had been sold to the British Marine Capital. We would like to remind the public that, at the beginning of the privatization, the Right (New Conservative) Opposition suggested to the authorities that the Marine Capital company’s conditions were the most acceptable. However, at that time, the people who today describe this company as the trustworthiest of all would not listen to our suggestions, to say the least. |
