The New Conservatives have worked out a new initiative with respect to the local self-governance
|
The Prime Minister Zurab Noghaideli presented his cabinet’s action plan to the Parliament on 17 February 2005. Noghaideli spoke about the new rule governing the distribution of revenues between the budgets. As the Prime Minister said, the revenue and profit tax of 100-percent would affect only the local governance sector. As to the self-governance sector, Noghaideli said, it would be exempt from any taxes. The opposition New Conservative Party views this course of the incumbent authorities as unacceptable. In order for the democracy to develop further in the country, the still weak self-governmental institutions need support of the government.

The leaders of the New Conservative Party continue their visits in the regions of Georgia. Over the last two weeks, they met with the residents of Gurjaani, Rustavi and Akhaltsikhe.
One of the leaders, Ms. Pikria Chikhradze, visited the Gori outlet of the party on 19 February. Ms. Chikhradze held meetings with the bureau members as well as the local Gori residents. |

The amendments also relate to downsizing of MPs in the Parliament. At the session, the opposition New Conservatives-Industrialists faction presented a proposal aiming at lowering the acting 7-percent electoral threshold to 5-percent. |

Faniashvili said that the smuggling activities had not been rooted out in Gori as the authorities maintain. The Prime Minister designate Zurab Noghaideli presented the new government?s action plan at the session of the opposition parliamentary faction ? the New Conservatives-Industrialists on 15 February 2005. When asked by the members of the faction, would the Georgian constitution consider recommendations of the Council of Europe, OSCE and European Union with regard to lowering the acting 7-percent electoral threshold to 5-percent, Noghaideli said he did not understand why the threshold should go down at all when another member of the CoE, Turkey, had 10-percent electoral barrier. |

The President of Georgia Mikheil Saakashvili, as the Constitution requires, made a state of the nation address to the Parliament on 10 February 2005. In his speech, President Saakashvili talked about the foreign bases on the Georgian territory. President said that no foreign bases should ever be deployed on the Georgian land and he called on all the political parties to unite around this principle. President said that those parties who would support the idea of foreign bases being deployed in Georgia would be declared as ?outlaws?.The leader of the opposition parliamentary faction, the New Conservatives-Industrialists, Mr. David Gamkrelidze, who is the author of the 2002 resolution regarding the integration of Georgia into NATO, protested against this stance of the President. |

On 12 February 2005, the New Conservative Party (NCP) held a meeting at its head office wherein possible unitary and federalist models of Georgian state were debated. The NCP members as well as the representatives of other organizations participated in the discussions. An expert-sociologist, Mikheil Naneishvili, who was specially invited to take part in the discussions, talked about the necessity of establishing a unitary model of Georgian state. Another meeting, which will involve those for the federalist model is expected to take place in the near future. |
