Law of Georgia "About Improving Demographic Setting in Georgia"
Annotation
According to recent data, Georgia fell in the list of "Descending Nations" by its demographic records. Prognoses of the professional demographers are very alarming - by 2050, population of Georgia will shrink dramatically down to 1 or 2 million and will become two times smaller. In order to address this pressing problem, the New Rights Parliamentary Group drafted a law about "Improving Demographic Setting in Georgia".
Long-range aim of the law is to stimulate in the country rising birthrate by providing state financial aid and to decrease children´s lethality rate by financing free medical programs.
The law defines rules and main principles of conducting all necessary activities for improving demographic condition in Georgia. Moreover, it specifies legislative baselines for the Governmental institutions and Georgian Apostolic Orthodox Church to participate in the demographic policy.
The following are main principles of the law:
1. Free medical care for the pregnant women, free medical service during and after delivery (600 GEL for each birth);
2. Lump-sum allowance for each newborn child (500 GEL per child);
3. Monthly family allowance for large families having 3 or more children from 0 to 14 years of age: 300 GEL for a third child, 400 GEL for a 4th, 500 GEL for a 5th and 600 GEL for a 6th child;
4. Increased duration of compulsory maternity leave (up to 360 calendar days instead of current 126 days);
5. Full coverage of the expenses for children´s medical care, by means of issuing 7 GEL monthly health insurance vouchers to the private insurance companies per each child at the age of 0-14;
6. Maintaining the institute of kindergartens, by means of providing each family using municipal kindergartens with 20 GEL monthly voucher and banning privatization of the kindergartens.
Financial justification of the draft law:
Source of all necessary expenses, connected with the law, is state budget of Georgia.
The law requires 367,4 million GEL budgetary expenses per year:
- 30 million GEL for financing childbirth; - 25 million GEL for lump-sum allowances; - 169,4 million GEL for monthly family allowances; - 7,2 million GEL for increasing duration of compulsory maternity leave up to 360 calendar days; - 77 million GEL for children´s medical care; - 58,8 million GEL for maintaining municipal kindergartens.

Draft law about "Improving Demographic Condition in Georgia" was discussed on the Sector Economy and Economic Policy Committee of the Parliament of Georgia, as an initiative of the Right Opposition. Manana Nachkebia MP presented the draft law. According to recent data, Georgia fell in the list of "Descending Nations" by its demographic records. The law, drafted by the Right Opposition, about "Improving Demographic Condition in Georgia" aims at increasing birthrate and decreasing children´s lethality. |

Mamuka Katsitadze MP blames the authorities in political corruption
|

Mamuka Katsitadze MP stated today, during the press conference that launching the subsidy program is linked with dramatic fall of the President´s and National Movement´s rating and with approached important elections. According to Mr. Katsitadze, the authorities started above mentioned program with the purpose of bribing people before elections, since their rating have abruptly fallen. It is obvious that the authorities make an attempt to get political dividends for their political organisation on Budget´s account by showing the National Movement as a dominant in the subsidy program. Such action can be titled as political corruption. |

Debates about Constitutional Monarchy will be held in the Parliament of Georgia on October 25
|

On October 25 political debates about advisability of introducing Constitutional Monarchy will be held in the Parliament of Georgia. Pikria Chikhradze MP (Right Opposition) demanded today to start political debates. On October 8 in the Sunday preach the Catholicos-Patriarch of all Georgia Ilia II presented to the society his view on political structure of Georgia and noted that by introducing Constitutional Monarchy Georgians will achieve their old dream. Patriarch´s initiative received very positive responses from the whole opposition spectrum. |

The New Rights leader met with US Ambassador Teft

On October 3 the New Rights leader David Gamkrelidze MP met with the U.S. Ambassador to Georgia John Teft. Mr. Gamkrelidze gave an update about current political situation and emphasized that the political processes in Georgia are very unstable. According to the New Rights leader, it is important to ensure that the recent processes are not developed into another revolution and constitutional security is guaranteed. |

The Right Opposition is demanding to create the investigation commission in the Parliament of Georgia

The Right Opposition Group is demanding to create Parliamentary investigation commission regarding serious allegations of former Defense Minister Irakli Okruashvili against Georgian authorities. Mamuka Katsitadze MP stated that the investigation commission will clarify the situation and its work should only be accomplished either by the impeachment of the President, or by exculpation. According to Mr. Katsitadze, creation of the commission is to the benefit of both sides. |
